የካምብሪጅ ዩኒቨርሲቲ ባልደረባ የኾኑት ጄሲካ ኪም እና ካትሊን ፋሎን ባደረጉት ጥናት እአአ 1990ዎቹ ጀምሮ የጾታ ተዋጽኦ መተግበር የሴቶችን እኩልነት በማሻሻል ረገድ ጉልህ አስተዋጽኦ ማድረጉን አትተዋል። ነገር ግን ሴት ፖለቲከኞች በአንድ ሀገር ውስጥ ብሎም ድንበር ተሻጋሪ በኾነ መልኩ ያበረከቱት አስተዋጽኦ በተመለከተ በቂ ግንዛቤ የለም ይላሉ።

ኹለቱ አጥኚዎች በ87 ሀገራት ውስጥ ባካሄዱት ባለ ብዙ ደረጃ ጥናት በተለያየ መልኩ የሚተገበሩ የኮታ አሠራሮች የሴቶችን በፖለቲካ ውስጥ የመሳተፍ አቅም በመለካት እና አስተሳሰብ በመቀየር ረገድ ያበረከተውን አስተዋጽኦ ለመዳሰስ ሞክረዋል።
አጥኚዎቹ የጾታ ተዋጽኦ አሠራር መጀመር በኅብረሰተቡ አመላከከት ላይ ላመጣው ለውጥ የተለየ ትኩረት መስጠታቸውን ይገልጻል። የጥናቱም ውጤት ለሴቶች ዝቅተኛ የኮታ አሰጣጥ ሲኖር ዝቅተኛ ትኩረት ያስገኘ ሲኾን፣ ለሴቶች ከፍተኛ የኮታ አሠራር መኖር ሴቶች በፖለቲካ ውስጥ መኖራቸው በኅብረተሰቡ ዘንድ ተቀባይነት እንዲያገኝ ማስቻሉን ያሳያል።
ኾኖም ይኽ ውጤት እንደ ኮታ አሰጣጡ ኹኔታ እንደሚለያይ ጥናቱ አመልክቷል። በተጨማሪም ማኅበራዊ ዐውዱ ውጤቱ ላይ የራሱ ተፅዕኖ እንደነበረው አሳይቷል።

በዚኽም መሠረት ዴሞክራሲያዊ በኾኑ ሀገራት ውስጥ ለሴቶች ከፍ ያለ ኮታ መሰጠቱ አዎንታዊም፣ አሉታዊም ተፅዕኖ ያመጣ ሲኾን፣ ዴሞክራሲያዊ ባልኾኑ ሀገራት ውስጥ ደግሞ ተፅዕኖም እምብዛም ለውጥ አላሳየም። በሌላ በኩል የኮታ አሠራር መኖር በጾታ ዓይነት (ወንድ እና ሴት) ረገድ ውስን ልዩነቶች ብቻ አሳይቷል።
በጥናቱ ላይ ንድፈ ሐሳባዊ ጉዳዮች እና ፖሊሲ ላይ ሊኖሩ የሚችሉ አንድምታዎችም ተተንትነው ቀርበዋል።

Making Women Visible: How Gender Quotas Shape Global Attitudes toward Women in Politics

Since the 1990s, gender quotas have been celebrated for improving women’s equality. Yet their cross-national and longitudinal impact on attitudes toward female politicians and the mechanism through which this process occurs is not well understood. Using multilevel modeling on 87 nations, we examine how different types of quotas, with varied features and levels of strength, shape beliefs about women in politics. We give particular attention to the mechanism of visibility created by quotas in impacting attitudes. Results suggest that unlike quotas with features facilitating low visibility (i.e., weak quotas), those producing high visibility (i.e., robust quotas) significantly impact the public approval of women in politics.
However, the direction of this effect varies by quota type. Social context also matters. Robust quota effects—both positive and negative—are especially pronounced in democracies but are insignificant in non-democracies. Limited differences by gender (men versus women) emerge.
